MEET ONE OF THE 2025 LEADERSHIP TRAILBLAZER: Julie Thuy Underwood

Today’s Trailblazer: Julie Thuy Underwood

The League caught up with Trailblazer Finalist, Julie Thuy Underwood, Deputy City Manager of Operation, Kirkland, Washington to talk about being named a Leadership Trailblazer and having a career in public service:

Q: What led you to a career in public service?

I just can’t imagine being in any other field than in local government. Julia Novak hired me in Rockville, MD as an intern in the City Manager’s Office and I’ve never looked back!

Q: Who were your mentor(s) or advocate(s) in your career?

Julia Novak and Catherine Tuck Parrish were Deputy City Managers in the City of Rockville, MD and really helped me early and throughout my career. Steve Burkett, City Manager of City of Shoreline, WA was also a wonderful mentor and coach. All three have remained dear friends.

Q: What is the most important lesson you learned while progressing throughout your career?

As a leader, you are constantly being observed so be intentional about how you show up.

Q: What advice do you have for women just beginning their careers who would like to be an executive in local government someday?

Build relationships throughout the organization and especially with your city manager; volunteer for projects outside of your scope, which can provide a platform for building a strong positive reputation; and keep your self-critic in check – you really are competent, capable, and confident.

Q: What do you hope to leave as your legacy in local government when your career comes to an end?

I’m working with a great team of women to sustain the long-term viability of the NW Women’s Leadership Academy. We’ve graduated over 200 women since 2018 and I look forward to seeing 2,000 women graduate!
